David Baxter

David is an independent procurement/planning consultant to public and private sector institutions; development banks and agencies globally. With focus on P3s David advises institutions in North America, Europe, the Middle East and Asia on the implementation of sustainable planning, procurement and project best practices. 

David is thought leader in the sustainable infrastructure space, supporting the GI Hub and World bank in improving P3 best practices

As an advisor for the International Sustainable Resilience Center, David has contributed to its ongoing collaborations with the United Nations Economic Commission for Europe’s People First PPP initiative. As a WAPPP steering committee member, David works closely with public and private parties on strategies to implement P3s. 

At Jacob’s Engineering, David led its MCC portfolio in 8 countries that monitored $1 Billion of infrastructure project grants. Additionally, he supported USAID’s Power Africa Initiative as a consultant in east and southern Africa. He has also performed procurement policy reform assignments in Egypt, Sri Lanka, Maldives, and Saudi Arabia. 

Charan Singh CAIA, CP3P

Charan is a P3 professional who works with infrastructure owners, lenders, architects and other key built environment stakeholders with the global construction industry enhance communication, collaboration, and sustainability through implementation of Industry 4.0 technology. 

Charan has worked with several innovative construction and smart space technologies to deliver digital  solutions for built environment stakeholders. He earned his Certification in P3s to specialize digitalizing the  life cycle management of infrastructure projects. 

He earned his Charter in Alternative, where  he  developed  an in depth knowledge of high-level strategies used by skilled fund managers, across the broad spectrum of Alternative Investment classes, to achieve enhanced returns and risk diversification on institutional portfolio level.

Oscar Cortes

Oscar is a highly experienced Infrastructure Project Manager, Chartered Civil Engineer, and P3 consultant with demonstrated expertise of working with public authorities in the transportation sector. As an esteemed professional, Oscar was a consultant on the largest comprehensive road rehabilitation pavement project for the City of Tijuana. He also is the President of the Professional Engineers of California  (San Diego section). He also sits as  the  VP for International Relations & Executive Chairman of Binational P3 Infrastructure for the Federacion Mexicana de Colegios de Ingenieros Civiles. 

Oscar also sits on the board and committees of several organizations including:

  • San Deigo County Engineering Council

  • Civil Engineers Society of Tijuana 

  • Professional Engineers California Govt.

  • World Association of Public-Private Partnerships (North American Chapter)

Carlos Tapang

Carlos is a veteran software design engineer, and serial entrepreneur. He has extensive experience in Web Application Development, Representational State Transfer, SQL, and JavaScript. In 2017, Carlos formed Rockstable, a purveyor of ROKS, the stablecoin with its own payment system constructed as a DAO in the Solana blockchain. Prior this Carlos completed projects for a number of notable companies including Microsoft, Kforce, Nordstrom, Accenture, and more. 

Past Projects/Assignments:

  • Built tools for interactive TV producers and Xbox clients

  • Worked on Windows Phone 7 and HTML5 (Ported a WP7 app to iOS using MonoTouch

  • Help build the next release of Duck Creek Express, a system designed for insurance carriers 

  • Built an internal site for merchandise planners 

  • Created a direct marketing platform on nodejs in AWS

Kiran Mali

Kiran Mali is a seasoned finance professional with over 20 years of proven experience across diverse facets of corporate finance, infrastructure projects, policy, and project/program management. He has  successfully led large transactions end-to-end; from conception, structuring and negotiations to  due diligence and in depth stakeholder management.
